At the moment, NPC ships are still being programmed in by Fsmxi, but he has already done a good amount of ships.

[edit] Reasons

NPC ships are currently not in the mod. Firstly, because they weren't "made" yet, secondly, because the mod team's decision in this time is no NPCs for the final version. However, there are several reason as to using and not using NPCs

Pros	Cons
Always someone to fight	"Unfair" advantage in home systems
Good "weaponsplatforms"	They keep respawning, making ammo costly and under/overused against them.
Feel free to fill in more	Drain on system resources causing more lag then the mod sans NPC's would
